Brief Description:
The consultant will be responsible for supporting clients in validating existed and developing new accounting policies, mapping accounting department procedures, develop / validate organization chart of Accounts, design required forms, decide on authority levels, etc..
As a member of Merit Consulting team, the Consultant plays an integral role in contributing to the successful execution of client engagements and building the firm's reputation for quality service.

Primary Duties and Responsibilities:
•   Assesses current accounting policies and procedures challenges and opportunities and recommends best course of corrective, improvement and protective action.
•   Prepare & present to client list of questions, factors for clarification and documents required for the intent of understating the current situation.
•   Carry out gap analysis and an independent assessment of the effectiveness of current accounting policies, procedures and standards to assurance that required accounting principles, laws, regulations, client needs and management expectations are fulfill within the expected results.
•   Develop General Ledger Policies, which will include Chart of Accounts classification as to Business Code, Accounts Code and Analysis Code, Recording Transactions in the General Ledger, and Journal Entries
•   Develop Planning & Budget Policies and Procedure
•   Develop Cash and Banks Policies and procedures, which will include Opening and Closing Bank Accounts, Bank Authorized Signatories, Payments to Suppliers – Cheque/Bank Transfer Instructions, Accounting for Bank Advices, Accounting for Petty Cash, Miscellaneous Cash Receipts and Bank Receipts, Dishonor of Cheque, Stop Payment policies, Payment in Foreign Currency, Physical Verification of Cash, Custody and issue of Cheque book and pre-printed stationery, Letter of Credit and others.
•   Develop Bank Reconciliation Policies.
•   Develop Accounts Payable and Accrual policies.
•   Develop Account Receivable & Prepaid Expenses Policies and Procedures.
•   Develop Salaries and Wages accounting policies and procedure.
•   Develop Fixed Assets Policies and Procedures.
•   Develop Periodical Closing of Accounts Policy and Procedure.
•   Develop Financial Reporting & Disclosure Policy and Procedure.
•   Develop Statutory Audit of the Financial Statements Policy and Procedure.
•   Develop required forms and consider level of authorities.
•   Maintains positive working relationships with all team members, stakeholders, client members and subject matter experts from within the organization to understand current state processes.
•   Participate in the drafting of reports and presenting draft to project manager for review and approval.
•   Related projects/work as assigned.

Qualifications:
•   Bachelor in Finance, Accounting or Business Administration
•   Professional certification course (CA, CPA, CIA, CFE or equivalent)
•   8-10 years of experience working in public sector accounting services or consultancy
•   2+ years of demonstrated experience delivering professional services to Government of UAE clients is an advantage
•   Proficient in the use of Accounting IT Applications
